[UK] Welsh Budget 2020

Of interest to everyone in the UK payroll profession is the timing of the budgets in different parts of the UK:

 

  • The UK Budget (by the new Chancellor of the Exchequer)
  • The Welsh Budget (for, not least, an indication of the Welsh rates of tax next year)
  • The Scottish Budget (for, not least, an indication of the Scottish rates and bands of tax next year)

 

In a “call for information” from the Finance Committee of the Welsh Assembly, Llyr Gruffydd AM, Chair, said that the Welsh Government is planning to publish the outline and detailed draft Budgets together on the 10th of December 2019 and the final budget on the 3rd of March 2020.

December is later than normal for the Welsh budget.  The information from the Finance Committee explains that this is because the UK government will have a “Comprehensive Spending Review” alongside the UK budget.  So until that is done (whenever it is done), the Welsh government will have no indication of funding for 2020/21.  If there is no indication of funding, then there is little on which to base the Welsh budget.

 

With both contenders for the job of Prime Minister indicating that a UK budget could be held as early as September 2019, perhaps the Welsh budget will be published earlier than this outline that has been given.

 

It is also worthwhile noting that the Welsh government is seeking information to inform their scrutiny of the Welsh Government’s 2020-21 Draft Budget proposals.  Annex 2 of the call for information asks specific questions on which it would like views.
