The Scottish Budget for 2019/20

The Global Payroll Association wants to point UK payroll professionals to the important Scottish draft budget that was held in Holyrood on the 12th of December 2018.  In this the Scottish Finance Secretary Derek Mackay set out the tax and spending plans for 2019/20.  As we await the tax rates and bands for Scottish taxpayers for 2019/20 it is worth looking at the following documents:

 

 

The draft budget made no changes to the rates that were introduced in 2018/19.  The starter threshold (19%) and the basic threshold were incremented to reflect inflation but the higher threshold was frozen.  In short, the budget proposals for bands and rates for Scottish taxpayers for tax year 2019/20 are as follows:

Caution!

 

We would advise professionals that this is only the draft budget and it still has to go through the debate and scrutiny stages in the Scottish parliament.  During this time the above rates and thresholds may change so they are not set in stone at the moment. 

 

The rate resolution that will put these into legislation (and for developers to use in payroll software) is not expected until the middle of February 2019.
