Northern Ireland has a devolved administration that impacts UK payroll and HR professionals yet devolution broke down at the start of 2017.
The Global Payroll Association has reported on the Northern Ireland (Executive Formation and Exercise of Functions) Act 2018 and the Northern Ireland (Extension of Period for Executive Formation) Regulations 2019 that have allowed Northern Ireland to continue talks to restore power-sharing, as long as the government is in place by the 25th of August 2019.
Recent terrible events in Northern Ireland seem to have prompted all the relevant sides to work towards restoring devolution:
- On the 26th of April 2019, the UK prime minister and Ireland’s Taoiseach released a statement announcing talks and their commitment to restoring government to this part of the UK
- Also on the 26th of April 2019, Northern Ireland Secretary of State Karen Bradley announced in a press conference that these talks would start on the 7th of May 2019 after the local elections
- On the 29th of April 2019 in the House of Commons, Karen Bradley said that the process would not be an easy one and ‘challenges’ were going to be faced

It is very disappointing that it seemed to take the death of a young woman to nudge politicians to get around the table and start talking again. The last thing that the UK needs at the moment is more elections but we do need to restore government to Northern Ireland. Progress will be reviewed at the end of May 2019.
