Hot on the heels of the Agent Update Brexit Special published on the 16th of September 2019, HMRC have published their Employer Bulletin Brexit edition on the 24th of September 2019.
Whilst we feel it is responsible to publicise the fact that it has been published, the Employer Bulletin contains the same information as the Agent Update, except that this is targeted to give largely payroll-related topics. So, the Agent Update is replicated but the parts regarding trade are removed. The edition contains the following articles:
- Changes for UK employers sending workers to the EU, the EEA or Switzerland
- HMRC Brexit communications resources
- Grants for businesses completing customs declarations
- HMRC alert service
- HMRC Brexit webinars
As we said when the Agent Update Brexit Special was published, the article on changes for sending or receiving workers to and from the EU, EEA and Switzerland is essential reading.

In honestly, we recommend reading the Agent Update Brexit Special over this Employer Bulletin. At such an important time for employers, we think it is better to get more of an overall employer picture rather than an abbreviated payroll one.
Perhaps the most interesting thing about the 2nd Employer Bulletin Brexit edition is the fact that the 1st edition was entitled the Employer Bulletin European Union (EU) edition on the 4th of April 2019. We wonder whether the name change has something to do with the fact that Brexit is likely to be more recognisable to employers than the civil servant language EU Exit.
It is also worthwhile mentioning that on the 27th of September 2019 HMRC added new videos to their “Help and support for tax agents and advisers” page on gov.uk about trading with the EU in a no-deal Brexit.
